CARB Phase 2 is the most stringent formaldehyde regulation in the residential furniture industry. The limit is 0.05 ppm for hardwood plywood and 0.04 ppm for particleboard, measured in a climate-controlled chamber over a 14-day equilibrium period. FENIER cabinets are tested by the primary method (ASTM E1333), not the secondary desiccator method, because North American cabinet buyers increasingly demand primary-method results.
Every production batch carries a Chain of Custody form that traces the panel back to the specific press date, the resin batch, and the supplier. The CoC is what a buyer submits to their own CARB compliance officer. Without a CoC, the cabinet cannot be sold into California — even if the panel itself is technically compliant.
CARB compliance is also a procurement filter. Major hotel groups, multi-family developers, and federal contractors specify CARB Phase 2 because it is the de facto North American standard. Passing CARB Phase 2 means passing LEED v4 EQ credit on low-emitting materials, and it pre-clears the cabinet for sale in Canada (which follows CARB by reference), Mexico, and the EU (which has its own E1/E2 thresholds but accepts CARB as proof).
